Sergei
Sergei (played by The Owl House voice actor Jim Pirri) is a diplomat who Phoebe goes out with in the Friends season 3 episode "The One Where Ross And Rachel Take A Break." The two first meet outside the U.N.
building while Phoebe is giving away free massages. There's nothing to see.
Phoebe was first married to Duncan Sullivan (Steve Zahn), introduced in season 2’s episode “The One With Phoebe’s Husband”.
While she wasn't as much of a serial dater as her friend and neighbor Joey Tribbiani (Matt LeBlanc), Phoebe had her fair share of dates and relationships during the NBC sitcom's run.
Being a show about a group of friends in their twenties (and eventually thirties), it makes sense that Friends put a lot of focus on dating in New York City. Ryan returns to New York in the Friends season 2 episode "The One With The Chicken Pox," telling Phoebe that he's on a two-week break.
However, Max and David receive a grant to research in Minsk, Belarus for three years. Meanwhile, Chandler is also trying to break up with his girlfriend Janice (Maggie Wheeler), and he and Phoebe both agree to break things off with their respective partners. Whip it out!

When Vince and Jason meet up with Phoebe at the same time in Central Perk, Phoebe explains to both of them that they weren't exclusive. After some deliberation, a heartbroken Phoebe encourages David to follow this career opportunity.

David briefly returns in the Friends season 7 episode "The One With All The Cheesecakes." Though Phoebe previously made dinner plans with Joey, she decides to go to dinner instead since David is only in town for one night.
David plans to propose to Phoebe in "The One In Barbados, Part 1," but Mike shows up (thanks to Monica's meddling) and proposes first. Phoebe and David first meet in the Friends season 1 episode "The One With The Monkey." Phoebe is performing in Central Perk but is interrupted by a loud conversation David is having with a fellow scientist, Max (Wayne Pére).
She tries to explain her issue, but Robert thinks she's trying to break up with him. Duncan was a Canadian ice dancer who was supposedly gay, and who Phoebe married in order to help him obtain a green card. She accepts and hits it off with Mischa, leaving Phoebe and Sergei unable to communicate with each other. It's a tiny bump. Throughout Friends, Phoebe encountered a variety of other colorful characters, with some relationships being more successful than others.
